We were waiting for an anchovy factory tour in Santoña when I wandered down to the water. That's usually how it goes. The bay was completely flat, that deep Mediterranean blue that doesn't look real until you're standing in front of it, and this little weathered rowboat was just sitting there, tethered to nothing visible, going nowhere in particular. Sometimes the best thing a place can do is make you stop and look at the water for a while.
